## 1. Target Rung

Which rung of the outcome ladder you are committing to, in your own words and specific to your project. "Merged upstream" or "in production" means what, exactly, here? Be honest about ambition: a defended 90 beats a fantasy 100.

## 2. Success Metrics

2 or 3 measurable signals that it worked (users completing a task, benchmark result, uptime, merged PRs). For at least one, describe the concrete instrumentation plan: what tool or mechanism collects it, and when it starts collecting.

## 3. Prerequisites and Lead Times

Everything the target rung requires that your team does not control: accounts, reviews, approvals, recruitment. Each row needs an owner and a start-by date. ## 4. User Access Plan

Who the real users or evaluators are, and how you will reach them by the winter real-user gate. Name the channel, not just the hope: which community, which mailing list, which pilot group, recruited by whom.

Evidence the partner has seen and agreed to this definition: a meeting note with date and attendees, an email confirmation, or a survey confirmation. Link or quote it here.
